You take hair - either a horse's, or that of a person who doesn't need it anymore because they are dead, or that of a slave who can't protest having their hair being cut, or that of someone who is poor enough to sell their hair - and tie it on a net that you put on the person's head so that it looks like they have real hair like everyone else.
